Do you know a place in winter where you can go kayaking in Oregon, preferably with a lot of birds/wildlife?

My friend and I are looking for an estuary, reserve or something very smooth and easy to go kayaking. I don’t know what’s good this time of year, if anything. We’re open to a tour and would have to rent kayaks either way.
